7. Vermont

Ranked seventh overall, Vermont takes the top spot in natural gas efficiency.

In 1999 the state pioneered the Energy Efficiency Utility (EEU), an organization that helps facilitate energy savings through technical aid and financial incentives. These systems have been replicated by many states, including four that didn't make it into the top 10: New Jersey (12), Maine (16), Delaware (22) and the District of Columbia (30).
