Erdogan’s party would need backing from at least one other group in the legislature to get the measures through. The main opposition parties are against the plan. A smaller pro-Kurdish group, which had indicated it may join forces with Erdogan’s Justice and Development Party, was involved in the protests at the Istanbul park, where one of its lawmakers was injured.
