4. Bury Your Treasure

Location: Monroe County, Illinois

The local cemetery district in Waterloo, Illinois, spent $57,000 in 2011 to tend the 19th-century burial grounds. The agency, across the Mississippi River from St. Louis, reported a fund balance of $775,000. While civic watchdogs say that money ought to be returned to taxpayers, district officials say they need it in case they ever expand the cemetery. Dan Kennedy, the district's manager, said there are no plans to do so.
