"Iraqgate" involves the allegation that President Ronald Reagan and George H. W. Bush built up Iraq's military before the Gulf War. The U.S. had supported Iraq during the Iran-Iraq War by providing both economic aid and military equipment; in the five years before Operation Desert Storm, the U.S. Commerce Department had also licensed more than $1.5 billion worth of strategically sensitive U.S. exports to Iraq. In July 1992, it was revealed the Bush administration had made efforts to cover up its role in Iraq's massive military buildup and U.S. business dealings with Iraq.
