Every year, the National People's Congress convenes in Beijing, where expectations are set for China's government policies over the ensuing 12 months. The world will closely watch this year's gathering, as new leaders Xi Jinping and Li Keqiang prepare to take the reins and the world's second-biggest economy contends with a global slowdown. The 12th National People's Congress will complete a leadership power transition initiated four months ago by approving top government appointments and giving the new leaders a platform to lay out policies.
