European demand for fuel has been declining since at least 2010. The decline in consumption has led to the closure of at least seven refineries in the past three years, operated by companies including Total and ConocoPhillips.

Finns have the fourth-highest gas taxes in Europe, just above their neighbors in Sweden. The average daily income is $127. The share of a day's wages needed to buy a gallon of gas is 6.4 percent.
