France struggles with property transfer and construction burdens, ranking 149th and 92nd in each of those categories. Registering a property in Paris can require eight separate procedures, take 49 days, and cost about six percent of a property's value. France has cut the number of days deed registration requires by about two-thirds since the 2005 Doing Business study. This year, officials streamlined the process by which deeds of sale make it into the registry.
