Waste Connections, Inc. operates as an integrated municipal solid waste (MSW) services company. The company provides solid waste collection, transfer, disposal and recycling services primarily in exclusive and secondary markets in the U.S. It also offers non-hazardous exploration and production (E&P), waste treatment, recovery and disposal services in the most active natural resource producing areas of the U.S. The company also provides intermodal services for the rail haul movement of cargo and solid waste containers in the Pacific Northwest through a network of intermodal facilities. As of December 31, 2014, the company served residential, commercial, industrial and E&P customers in 31 states: Alabama, Alaska, Arizona, California, Colorado, Idaho, Illinois, Iowa, Kansas, Kentucky, Louisiana, Massachusetts, Michigan, Minnesota, Mississippi, Montana, Nebraska, Nevada, New Mexico, New York, North Carolina, North Dakota, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, Washington and Wyoming. As of December 31, 2014, the company delivered its services from approximately 210 operating locations grouped into 4 segments: Western segment comprising operating locations in Alaska, California, Idaho, Montana, Nevada, Oregon, Washington and western Wyoming; Central segment comprising operating locations in Arizona, Colorado, Kansas, Louisiana, Minnesota, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, Utah and eastern Wyoming; Eastern segment comprising operating locations in Alabama, Illinois, Iowa, Kentucky, Massachusetts, Michigan, Mississippi, New York, North Carolina, South Carolina and Tennessee; and E&P segment including the majority of E&P waste service operations in Louisiana, New Mexico, North Dakota, Oklahoma, Texas, Wyoming and along the Gulf of Mexico. WASTE SERVICES Collection Services The company provides collection services to residential, commercial, industrial and E&P customers. The company’s services are provided under one of the following arrangements: governmental certificates; exclusive franchise agreements; exclusive municipal contracts; residential subscriptions; residential contracts; or commercial, industrial and E&P service agreements. Governmental certificates, exclusive franchise agreements and exclusive municipal contracts grant the company rights to provide MSW services within specified areas at established rates and are long-term in nature. Governmental certificates, or G Certificates, are unique to the State of Washington and are awarded by the Washington Utilities and Transportation Commission (WUTC) to solid waste collection service providers in unincorporated areas and electing municipalities. These certificates grant the holder the exclusive and perpetual right to provide specific residential, commercial and/or industrial waste services in a defined territory at specified rates subject to divestiture and/or cancellation by the WUTC on specified, limited grounds. Landfill Disposal Services As of December 31, 2014, the company owned or operated 42 MSW landfills, 8 E&P waste landfills, 8 non-MSW landfills, and 2 development stage landfills. 12 of its MSW landfills also received E&P waste during 2014. The company deploys gas recovery systems at 31 of its landfills to collect methane, which can then be used to generate electricity for local households, fuel local industrial power plants, power alternative fueled vehicles, or qualify for carbon emission credits. Transfer Station and Intermodal Services As of December 31, 2014, the company owned or operated 64 MSW transfer stations and 5 E&P waste transfer stations with marine access. Transfer stations receive, compact and load waste to be transported to landfills or treatment facilities via truck, rail or barge. They extend its direct-haul reach and link collection operations or waste generators with distant disposal or treatment facilities by concentrating the waste stream from a wider area and thus providing better utilization rates and operating efficiencies.
