Portland General Electric Company, a vertically integrated electric utility, engages in the generation, purchase, transmission, distribution, and retail sale of electricity in the state of Oregon. The company’s retail load requirement is met with both company-owned generation and power purchased in the wholesale market. It also participates in the wholesale market by purchasing and selling electricity and natural gas. The company’s state-approved service area allocation of approximately 4,000 square miles is located entirely within Oregon and includes 52 incorporated cities. Generation Thermal: In 2013, the company acquired an additional 15% ownership interest in the Boardman coal-fired generating plant (Boardman). The company also has a 20% ownership interest in Colstrip Units 3 and 4 coal-fired generating plant (Colstrip), which is operated by a third party. Hydro: The company’s Federal Energy Regulatory Commission (FERC) licensed hydroelectric projects consist of Pelton/Round Butte on the Deschutes River near Madras, Oregon, four plants on the Clackamas River, and one on the Willamette River. The licenses for these projects expire at various dates ranging from 2035 to 2055. Although these plants have a combined capacity of 501 megawatts (MW), actual energy received is dependent upon river flows. The company has a 66.67% ownership interest in the 465 MW Pelton/Round Butte hydroelectric project on the Deschutes River, with the remaining interest held by the Confederated Tribes of the Warm Springs Reservation of Oregon (Tribes). The Tribes have an option to purchase an additional undivided 16.66% interest in Pelton/Round Butte at its discretion on or after December 31, 2021. The Tribes have a second option to purchase an undivided 0.02% interest in Pelton/Round Butte at its discretion on or after April 1, 2041. Wind: Biglow Canyon Wind Farm (Biglow Canyon), located in Sherman County, Oregon, is the company’s major renewable energy resource with 217 wind turbines with a total nameplate capacity of approximately 450 MW. Transmission and Distribution In 2013, the company delivered approximately 22 million megawatt hours (MWh) in its balancing authority area through 1,141 circuit miles of transmission lines operating at or above 115 kilovolt (kV). The company’s transmission system is part of the Western Interconnection, the regional grid in the western United States. The Western Interconnection includes the interconnected transmission systems of 11 western states, 2 Canadian provinces and parts of Mexico, and is subject to the reliability rules of the Western Electricity Coordinating Council (WECC) and the North American Electric Reliability Corporation (NERC). The company’s wholesale transmission activities are regulated by the FERC and are offered on a non-discriminatory basis, with all potential customers provided equal access to its transmission system in accordance with FERC Standards of Conduct. In accordance with its Open Access Transmission Tariff, the company offers various transmission services to wholesale customers, including network integration transmission service, a service that integrates generating resources to serve retail loads; short- and long-term firm point-to-point transmission service, a service with fixed delivery and receipt points; and non-firm point-to-point service, an as available service with fixed delivery and receipt points. Customers The company generates revenue through the sale and delivery of electricity to retail customers. The company conducts retail electric operations exclusively in Oregon within a service area approved by the Public Utility Commission of Oregon (OPUC). Residential customers include single family housing, multiple family housing (such as apartments, duplexes, and town homes), mobile homes, and small farms. Commercial customers consist of non-residential customers who accept energy deliveries at voltages equivalent to those delivered to residential customers.
