PBF Energy Inc. operates as an independent petroleum refiner and supplier of unbranded transportation fuels, heating oil, petrochemical feedstocks, lubricants, and other petroleum products in the United States. The company owns and operates three domestic oil refineries and related assets. Its refineries have a combined processing capacity, known as throughput, of approximately 540,000 barrels per day (bpd). The company’s three refineries are located in Toledo, Ohio, Delaware City, Delaware and Paulsboro, New Jersey. During 2013, the company expanded and upgraded existing on-site railroad infrastructure at its Delaware City refinery, including the expansion of the crude rail unloading facilities that was completed in February 2013. Crude delivered to this facility is consumed at its Delaware City refinery. The company also transports some of the crude delivered by rail from Delaware City through barge to its Paulsboro refinery or other third party destinations. Refining Operations The company produces various products at each of its refineries, including gasoline, ultra-low-sulfur diesel (ULSD), heating oil, jet fuel, lubricants, petrochemicals, and asphalt. It sells its products throughout the Northeast and Midwest of the United States, as well as in other regions of the United States and Canada, and is able to ship products to other international destinations. The company’s refineries make various grades of gasoline, diesel fuel, jet fuel, and other products from crude oil, other feedstocks, and blending components. It sells these products through its commercial accounts, and sales with major oil companies. Delaware City Refinery The company, through its subsidiaries, Delaware City Refining Company LLC and Delaware Pipeline Company LLC, owns the idle Delaware City refinery and its related assets, including a petroleum product terminal, a petroleum products pipeline, and an electric generation facility. The Delaware City refinery is located on a 5,000-acre site, with access to waterborne cargoes and a distribution network of pipelines, barges and tankers, truck and rail. The Delaware City refinery has a throughput capacity of 190,000 bpd. The Delaware City refinery processes various medium to heavy, sour crude oils. The Delaware City refinery has total storage capacity of approximately 10.0 million barrels. Of the total, 18 tanks with approximately 3.6 million barrels of storage capacity are dedicated to crude oil and other feedstock storage with the remaining approximately 6.4 million barrels allocated to finished products, intermediates, and other products. The Delaware City rail unloading facility allows its East Coast refineries to source West Texas Intermediate-based crudes from Western Canada and the Midcontinent. Paulsboro Refinery Paulsboro has a throughput capacity of 180,000 bpd. The Paulsboro refinery is located on approximately 950 acres on the Delaware River in Paulsboro, New Jersey, just south of Philadelphia and approximately 30 miles away from Delaware City. Paulsboro receives crude and feedstocks through its marine terminal on the Delaware River. Paulsboro is one of two operating refineries on the East Coast with coking capacity, the other being Delaware City. Major units at the Paulsboro refinery include crude distillation units, vacuum distillation units, a fluid catalytic cracking (FCC) unit, a delayed coking unit, a lube oil processing unit, and a propane deasphalting unit. The Paulsboro refinery processes various medium and heavy sour crude oils. The Paulsboro refinery primarily produces gasoline, heating oil, and jet fuel, and also manufactures Group I base oils or lubricants. In addition to its finished clean products slate, Paulsboro produces asphalt and petroleum coke. The company has a contract with Saudi Arabian Oil Company pursuant to which it has been purchasing approximately 100,000 bpd of crude oil from Saudi Arabian Oil Company that is processed at Paulsboro. The Paulsboro refinery has total storage capacity of approximately 7.5 million barrels.
