The apartments would be north of stores that front on Watertown Plank Road and would replace some older warehouses, which would be razed. Wangard is proposing two fourstory buildings and two three-story buildings, which together would house most of the apartments. There also would be a two-story building with six townhouse-style apartments. The complex would include 402 parking spaces, divided between underground spaces and surface lots. The main access to the site would be from Watertown Plank Road, with two additional access points from Elm Grove Road.

Wangard Partners is planning 2018 completions for two buildings with a combined 146 apartments in its Avenir development in the Park East corridor. The two buildings, which include 106 new parking spaces, would complete Wangard's build-out of the easternmost block of the Park East corridor in Milwaukee. The developer has emerged as one of the most active in the Park East corridor east of the Milwaukee River. Wangard also plans to develop the block to the west with 250 apartments and significant retail space, and is eyeing a commercial redevelopment of the former Laacke & Joys building on North Water Street. The Avenir development block is south of Lyon Street between Milwaukee and Jefferson streets. Wangard in early 2015 opened the first Avenir building on the block, which has 104 apartments. According to a Jan. 11 report to the Milwaukee County Board, Wangard plans a September construction start for a five-story Avenir building that would front on Milwaukee Street. That building, with 82 apartments, would be complete in March 2018. A second five-story building running along Ogden Avenue at the southern end of the block would have 64 apartments. The apartments would be mostly one-bedroom and studio units. The building also would have 4,700 square feet of sidewalk-level retail space at the corner of Ogden and Jefferson Street. Construction on that third phase could start in January 2017, for completion in July 2018. The two buildings would cost $31.1 million to develop, according to a proposed development agreement between Vanguard and Milwaukee County, the former owner of the Park East block.

The property is between North Water Street and the Milwaukee River, and is flanked by major upcoming developments including new North End apartments immediately upstream to the northeast, and Hammes Co.'s planned offices on the next site downstream.
