Carolinas HealthCare System is collaborating with Blue Cross and Blue Shield of North Carolina on a new insurance plan for individuals. The offering, called BlueLocal with Carolinas HealthCare System, will be available to residents of Anson, Cabarrus, Cleveland, Gaston, Lincoln, Mecklenburg, Rowan, Stanly and Union counties starting January 1, 2014. The plan was designed for those under age 65 who purchase their own insurance and want to receive care through the Charlotte-based health-care system. All Carolinas HealthCare-owned and -managed facilities in North Carolina will be in-network. BlueLocal will be offered through the federal health-insurance marketplace tied to Obamacare, as well as through Blue Cross. The insurance plan will cover a full-range of health-care services and access to more than 900 Carolinas HealthCare locations, including primary, specialty and urgent care facilities, as well as hospitals. Preventative care such as immunizations and screening will be covered, and patients will receive support to better manage chronic disease such as diabetes and heart conditions. Patients also will have access to Carolinas HealthCare Systems Virtual Visit, which provides live access to a medical provider 24 hours a day, seven days a week via computer or mobile devices.

Blue Cross and Blue Shield of North Carolina to cut 125 claims-related jobs. The company will start transitioning most claims-related work to an outside company in the next several years. The move will involve job losses, it expects the cuts to be lessened by normal attrition, workforce development and other internal opportunities. Of the about 375 claims-related jobs, about 125 posts will be trimmed beginning in 18 months, The (Durham, N.C.) Herald-Sun reported the same day. Many of the initial layoffs will be at Blue Cross' Durham location. The company will also shed another 125 positions through attrition as it prepares to outsource most of its claims work to Accenture. The outsourced work will mainly involve preparing claims so they can be processed on the company's systems. Blue Cross will continue to handle complex claims and those requiring medical review. The changes will not affect the State Health Plan, Federal Employees or Medicare customers.
In addition, Blue Cross will open a regional service center in Fayetteville, N.C. by the year end. The new site will take customer calls and is expected to employ more than 100 personnel by mid-2015.
