John Oxendine filed a class-action lawsuit against Blue Cross & Blue Shield of Georgia Inc., Blue Cross Blue Shield Healthcare Plan of Georgia and Anthem Inc. on behalf of 11 surgical centers, a claims billing service and their patients. The complaint alleges that the insurers deliberately overcharged customers millions of dollars for coverage. The complaint consists of 14 counts that allege acts of misrepresentation, fraud, breach of contract, unfair and deceptive trade practices in the business of insurance, theft by deception, unjust enrichment, conspiracy and violation of Georgia's RICO statute. The plaintiffs include medical billing company AllianceMed LLC, Surgery Center of BJI LLC, ENTI Surgery Center LLC, ENTI Anesthesia LLC, Urological Clinic of Valdosta Ambulatory Surgical Center LLC, Savannah F&A ASC LLC, Institute for Corrective Surgery of the Foot and Ankle Inc., Westside Surgery Center LLC, Surgical Centers of Georgia PC, Roswell Center for the Foot and Ankle Surgery LLC, Ambulatory Foot and Leg Surgical Center LLC and East Cobb Podiatry Surgery Center LLC.
John Oxendine Files Lawsuit against Blue Cross and Blue Shield of Georgia over Charges

Blue Cross and Blue Shield of Georgia overcharged customers for health insurance while at the same time cutting payments to doctors outside of their coverage "network," according to a lawsuit filed that seeks class-action status. Former Georgia Insurance Commissioner John Oxendine filed the lawsuit on behalf of 11 surgical centers, their patients and a claims filing service. It argues that the health insurer cut payments to doctors but continued charging consumers a premium rate as if they were still making the higher provider payments. Oxendine, who said hundreds of millions of dollars may be at stake, has also asked his successor to investigate. Blue Cross and Blue Shield of Georgia called the accusation untrue. In a statement, the company responded: "Blue Cross and Blue Shield of Georgia does not discuss the details of pending litigation. Nevertheless, the allegations are unfounded. Oxendine said Blue Cross justified charging higher premiums and having consumers pay a bigger percentage of their bill out of pocket when seeing out-of-network doctors because the company paid those providers more for services. However, the lawsuit says Blue Cross began paying those doctors less but kept the premiums high.
Blue Cross and Blue Shield of Georgia Opens New Facility in Metro Columbus

Blue Cross and Blue Shield of Georgia cut the ribbon on a new customer care facility in metro Columbus. This 42,000 square foot facility will house 400 associates dedicated to serving the State Health Benefit Plan members consisting of state employees, retirees and their families. Beginning January 1, 2014, the company will be providing Third Party Administrative (TPA) services and Medical Management to the State Health Benefit Plan which covers approximately 650,000 Georgians, including the State Employees Plan, the Teachers Plan, the Public School Employees Plan and Medicare Advantage plans for retirees. The company associates on the Technology Parkway campus are part of a larger group of 750 new employees that were hired in 2013 to service the SHBP account. This includes positions in nursing, administration, claims, utilization and medical management. The company currently employs almost 4,000 employees across the state. The opening of this new facility is the result of cooperative efforts of many state and local offices including Governor Nathan Deal's office; the Georgia Department of Insurance, the Georgia Department of Community Health, the Georgia Department of Economic Development; the Greater Columbus Georgia Chamber of Commerce; the Development Authority of Columbus; and the Columbus Consolidated Government.
