RiverPlace project team featuring Homer Williams, Dike Dame and BRIDGE Housing Corp. has been selected to build an estimated $93 million mixed-use project on city-owned property just south of downtown Portland. The project would include 203 units of affordable housing, 162 market-rate units and 30,000 square feet of ground-floor retail. Taxpayers are expected to kick in at least $19 million to help subsidize construction of the affordable units. Selection of a developer marks a major milestone for the city, which has been under pressure to deliver more affordable housing to the South Waterfront District after falling far short of longstanding goals. Officials promised a mixed-income community, not the enclave of glitzy high-rise condo towers that has largely been built since the mid-2000s. To date, only 209 rent-restricted units have opened amid thousands of expensive
condos, far short of the 582-unit goal set in 2003.
