National Committee for Quality Assurance Announces New NCQA eMeasure Certification Program to Expand HIT Data Use in Measure Reporting

National Committee for Quality Assurance has launched an eMeasure Certification program to certify an organization's software code that produces electronic clinical quality measure (eCQM) results. The eMeasure Certification program ensures that the code extracts and correctly reports data in a standard format: Quality Reporting Document Architecture (QRDA). Health plans can obtain QRDA files from vendors certified by NCQA and, with other data, use them for quality reporting systems such as the Healthcare Effectiveness Data and Information Set (HEDIS(TM)) and the Centers for Medicare & Medicaid Services (CMS) Medicare Stars. The eMeasure Certification program will enhance the way plans can access, collect and evaluate health information technology (HIT) data, allow more electronic data to be used in quality reporting and provide detailed information on health care performance.

The National Committee for Quality Assurance (NCQA) announced that James LaFlamme has joined the organization as its new Vice President of Product Delivery, leading a department whose evaluations of health plans, physician practices and other health care entities are the core of NCQA's business. LaFlamme succeeds Kathleen C. Mudd, who is retiring after 19 years of outstanding service at NCQA. LaFlamme brings to NCQA extensive senior management, executive leadership and operations expertise from a variety of health care settings. He has more than 25 years of health care operational experience and has held senior positions--including CEO, Chief Operations Officer, Vice President, and Administrative Director--at several hospitals and health systems.
