Agence Française de Développement, Bill and Melinda Gates Foundation and GAVI Sign on Innovative Partnership to Increase Vaccination Rates in Six Sahel Countries

The Agence française de developpement, Gavi and the Bill and Melinda Gates Foundation signed an innovative partnership worth EUR 100 million at the Ministry of Foreign Affairs and International Development, in the presence of Minister Laurent Fabius and Minister of State for Development and Francophony, Annick Girardin. The partnership aims to increase vaccine coverage in six French-speaking countries of the Sahel region: Burkina Faso, Mali, Mauritania, Niger, Senegal and Chad. This three-way financing agreement will facilitate the introduction of new vaccines and renewal of existing programmes, as well as strengthening the healthcare systems of the countries concerned. Due to the efforts made by these countries, vaccine coverage has improved significantly in the last decade, but the proportion of children receiving all basic vaccines remains too small. France reaffirmed its support for GAVI during the GAVI Pledging Conference in Berlin on 27 January 2015, where the Minister of State for Development and Francophonie, Annick Girardin, announced this pilot initiative, in addition to a new commitment of EUR 150 million to the International Finance Facility for Immunization (IFFIm). This conference helped raise USD 7.5 billion to launch effective vaccination campaigns and prepare the future.
The European Bank for Reconstruction and Development, Agence Francaise de Developpement, European Investment Bank and Kreditanstalt fur Wiederaufbau Launch Morocco Sustainable Energy Financing Facility

The European Bank for Reconstruction and Development (EBRD), the Agence Francaise de Developpement (AFD), the European Investment Bank (EIB) and Kreditanstalt fur Wiederaufbau (KfW) launched the Morocco Sustainable Energy Financing Facility (MorSEFF). The €80 million facility will provide loans via a group of participating banks and financial institutions for energy efficiency and small-scale renewable energy investments of private companies in Morocco. Loans, free technical assistance and investment incentives are bundled into a unique product aimed at promoting energy-efficient and renewable energy technology, raising awareness, reducing operating costs and improving competitiveness. The European Union Neighbourhood Investment Facility (EU NIF) is providing €16.5 million towards the facility, with funds to be used to assist in project implementation and to provide incentives for investment. Comprehensive technical assistance, funded by the EU NIF and by the EBRD Southern and Eastern Mediterranean (SEMED) Multi-Donor account, will provide support to banks participating in the facility in the design of business development tools and the successful implementation of the facility. Under the new facility the financial institutions have already provided €20 million to BMCE Bank and its leasing subsidiary Maghrebail.

The World Bank Group (WBG) and the Agence Francaise de Developpement (AFD) signed framework co-financing agreement to provide coordinated assistance to their client countries, with a focus on Africa. This innovative agreement, the first of its kind, will allow the Bank and AFD, acting as co-lenders, to better collaborate by streamlining the requirements that countries would need to comply with during implementation of projects.
