Blue Cross and Blue Shield of Texas Names Dan McCoy as President, Effective July 1, 2016

Health Care Service Corporation has announced that Dr. Dan McCoy has been named as President of Blue Cross and Blue Shield of Texas (BCBSTX), effective July 1, 2016. Dr. McCoy succeeds Bert Marshall who will retire after 20 years with the company, during which he also served as president of Blue Cross and Blue Shield of Oklahoma prior to his current role. Dr. McCoy will report to Colleen Reitan, executive vice president of plan operations, HCSC. Dr. McCoy joined BCBSTX in 2012. As divisional senior vice president of Texas market strategy and Texas plan chief medical officer, Dr. McCoy oversees the development and coordination of market strategy and business development across all regions of Texas. He has been instrumental in BCBSTX's growth and Latino strategies in addition to its efforts to lower the costs of care. Prior to BCBSTX, Dr. McCoy was managing partner at Texas Dermatology Associates. He also served as medical director of the Melanoma Screening Clinic at Sammons Cancer Center and Baylor University Medical Center's Outpatient Cancer Center. Dr. McCoy serves on the Dallas Regional Chamber Board, the Texas CASA Board and the TMA Board of Trustees. Prior to these leadership roles, he served on the Dallas County Medical Society Board and as past president of the Navarro College Foundation and the Texas Dermatological Society. He also gained significant experience in the public policy arena as chair of the Texas Medical Association (TMA) Council on Legislation and chair of the TMA Political Action Committee (TEXPAC).

Blue Cross and Blue Shield of Texas announced several enhancements to its Blue Directions private exchange solution for large employers, available now for the upcoming 2016 benefit plan year. The online platform's enhanced features include a new 'Pick-a-Plan' option that lets employers build a plan package from a comprehensive portfolio of designs, and transparency tools help consumers better understand their health care options and compare costs. BCBSTX's Blue Directions solution brings many of the same features of online shopping to the selection of employer-sponsored benefits. This convenient, user-friendly platform helps employers easily select benefit plans, manage enrollment, anticipate expenditures and customize contribution strategies. Based on a defined contribution strategy, Blue Directions allows employers to commit a flat-dollar amount of money to each employee for coverage. Employees can then use this amount toward the purchase of benefits unique to their needs.
East Texas Medical Center Tyler Files Suit against Blue Cross and Blue Shield of Texas, Aetna Health, Inc., Aetna Life Insurance Company, Cigna Healthcare of Texas, Inc., and Cigna Health and Life Insurance Company

East Texas Medical Center Tyler has filed suit in excess of $1 million against health insurance carriers in East Texas, citing that the hospital's exclusion from the preferred provider networks (PPO) of these companies has created serious and negative consumer impacts. The insurance companies named in the suit are Blue Cross & Blue Shield of Texas; Aetna Health, Inc., Aetna Life Insurance Company; Cigna Healthcare of Texas, Inc.; and Cigna Health and Life Insurance Company. ETMC Tyler alleges that its exclusion lessens consumers' choice of quality health care providers and increases healthcare costs for some patients. The suit also states that the exclusion of ETMC Tyler is contrary to the provisions of the Texas Insurance Code.
