Shippers Opposes a Motion by Natural Gas Pipeline Co. of America LLC to End FERC's Natural Gas Act Section 5 Investigation into its Natural Gas Transportation Rates

Shippers opposed a motion by Natural Gas Pipeline Co. of America LLC to end FERC's Natural Gas Act Section 5 investigation into its natural gas transportation rates. The shippers said their opposition was partly due to NGPL's failure to explain certain factual inconsistencies of the company's capital structure in its motion. The shippers included Anadarko Energy Services Co., Apache Corp., ConocoPhillips Co., Cross Timbers Energy Services Inc., Occidental Energy Marketing Inc. and Shell Energy North America (US) LP. At its monthly meeting on Jan. 19, FERC introduced draft orders to begin the investigations into rates charged NGPL, owned by Kinder Morgan Inc. and Brookfield Infrastructure Partners LP, and Wyoming Interstate Co. LLC, owned by Kinder Morgan, in 2014 and 2015. NGPL submitted a motion to terminate the investigation into its rates on Jan. 30.

FERC to Soon Review Natural Gas Pipeline Co. of America LLC Expansion Project

FERC staff plans to finish in January 2016 the environmental review of a Natural Gas Pipeline Co. of America LLC expansion project that would bring about 238,000 Dth/d of natural gas to the Chicago area. In a Dec. 2 notice of schedule, FERC said its staff would issue an environmental assessment for the proposed Chicago Market expansion project Jan. 11, 2016. Cooperating federal agencies would then have 90 days, until April 11, 2016, to finish their work on the project review. The project would put in place a new 30,000-horsepower gas-fired compressor station, along with suction and discharge piping and related equipment, in Livingston County, Ill. Natural Gas Pipeline, or NGPL, applied for the project in June. At the time, NGPL said the incremental capacity that would be created by the expansion - northbound firm transportation capacity from an interconnect with Rockies Express Pipeline LLC - was fully subscribed by customers that include a producer, a marketer and LDCs. The project was estimated to cost about $61 million.

Natural Gas Pipeline Company of America LLC and Cheniere Energy, Inc. Agree on Natural Gas Transportation to Corpus Christi Liquefaction Project

Natural Gas Pipeline Company of America LLC announced an agreement with Corpus Christi Liquefaction, LLC, a subsidiary of Cheniere Energy Inc., to provide the Corpus Christi Liquefaction Project with 385,000 dekatherms per day of southbound natural gas transportation capacity on NGPL’s expanded Gulf Coast mainline system for a 20-year term. NGPL expects to invest approximately $212 million in facilities to enable it to complete the first phase of its Gulf Coast Market Expansion Project, which will increase NGPL’s total southbound capacity from multiple receipt points, including the Rockies Express Pipeline interconnection at Moultrie, Illinois, to existing and growing markets along Texas and the Louisiana Gulf Coast. The Gulf Coast Market Expansion project will include the reversal of four compressor stations in Victoria, Wharton, Montgomery and Angelina counties, Texas, the addition of a new compressor station in Cass County, Texas, and minor pipe replacement and upgrades along the NGPL system in Texas. Pending regulatory approvals, the project is expected to be placed fully into service by July 2019.
