Ferc Approves ANR Pipeline Settlement over Rate Increase

FERC approved an uncontested settlement that resolved all issues in a Natural Gas Act Section 4 rate case filed by ANR Pipeline Co. FERC order concluded that the proposed settlement will resolve all the issues raised in the rate case. An ANR proposal filed at the beginning of 2016 to increase natural gas transportation and storage rates had prompted an investigation by the commission and challenges by pipeline customers. The rates were based on a cost of service of approximately $924.95 million and a total rate base of $1.85 billion. The pipeline company's overall rate of return of 11.89% is based on a return on equity of 14.19%, a capital structure of 65% equity and 35% long-term debt, and a cost of debt of 7.63%. The settlement was supported by the Northern States Power Co., Northern States Power Co. - WI, Southwestern Public Service Co., Antero Resources Corp. and commission trial staff. Gulfport Energy Corp. did not oppose the settlement.

ANR Pipeline Company Files Settlement in Section 4 Rate Case with FERC

TransCanada Corporation has announced that its ANR Pipeline Company has filed a comprehensive settlement of its current Natural Gas Act Section 4 rate case with the Federal Energy Regulatory Commission, or FERC. The settlement, which was supported or unopposed by all parties, settles all issues in its general rate case. New settlement rates are effective August 1, 2016, subject to ultimate approval of the settlement by FERC. Under the settlement, ANR's general transportation rates increase by 34.8% over previous rates, while storage rates remain essentially unchanged. In addition, the settlement includes a three year, USD 837 million capital maintenance program to enhance the efficiency, reliability and safety of ANR's system.

ANR Pipeline Company Submits Filing with the Federal Energy Regulatory Commission for Base Rates Revision

TransCanada Corporation announced that its ANR Pipeline Company (ANR) submitted a filing with the Federal Energy Regulatory Commission (FERC) under Section 4 of the Natural Gas Act (NGA) seeking to revise base rates. The proposal responds to the significant changes that have occurred over the last few years in natural gas supply, demand and transportation in North America. This filing seeks a balanced solution for both customers and the company. The company continues to have discussions with customers to explain the filing, the required capital projects and other factors leading to the proposal to adjust ANR's rates. ANR anticipates that its proposed rates will take effect in the third quarter of 2016. These rates are subject to customer refund as a result of the rates ultimately approved by FERC, which is based on the outcome of the regulatory process or settlement negotiations with ANR's customers.
