Allegheny County Health Department Fines $25,000 to Guardian Industries Corp. over Air Quality Violations
Jan 20 15
The Allegheny County Health Department announced it has reached a consent order agreement with Guardian Industries Corp. over past air quality violations at its glass manufacturing facility in Jefferson Hills. The agreement, executed on Jan. 7, 2015, imposes an initial civil penalty of $25,000 and stipulated penalties of up to $4,800 for every day the plant operates without the installation of mandated equipment used to control nitrogen oxides and volatile organic compounds. After state regulations on nitrogen oxide emissions were updated, Guardian had until Jan. 1, 2012 to develop a control plan or submit an alternative plan with the county. The most recent plan submitted by Guardian announced it would purchase the required equipment and have it installed by April 2015. While the company did purchase the equipment, it informed the county at the end of 2014 that it was stopping construction on the installation. If the required equipment is not installed by December 2015 the plant will have to cease operations.
