Congresswoman Eleanor Holmes Norton (D-DC) announced that Joslyn (Josh) Williams will retire in February after serving for 34 years as president of the Metropolitan Washington Council, AFL-CIO, was for her a twin loss - of a man who built the local and regional labor movement into one of the most effective and influential in the nation, and of a personal friend, who has been a close partner since Norton came to Congress 25 years ago.
