Although there was some targeting, prior to mid 1980's the Cash Rate was NOT an instrument for monetary policy. Historical data prior to January 1990, is the unofficial 11 a.m. call rate. There are some data points in the 1980s which seem unsually high, but they're checked and verified as correct.
