A grand jury declines to indict a white New York City police offer in the death of the black Staten Island man.

After a grand jury on Wednesday declined to indict a white New York City police offer in the death of black Staten Island man Eric Garner, demonstrators reacted with outrage and public officials responded with calls to action.
