Oct. 12 (Bloomberg) -- Bank of England Deputy Governor Paul Tucker speaks about the need to address too-big-to-fail risks in financial institutions and the state of global banking. Tucker delivered remarks before participating in a panel at the 2013 Institute of International Finance annual meeting in Washington.
