European Stocks Are Little Changed Before EU Summit

European stocks were little changed, after the Stoxx Europe 600 Index reached a three-week high yesterday, as investors awaited the outcome of a two-day summit of European Union leaders. U.S. index futures fluctuated, while Asian stocks climbed.
