June 27 (Bloomberg) -- Douglas Burns, a former federal prosecutor, talks about today's announcement that Peter Madoff will plead guilty to two federal fraud charges as part of the U.S. investigation of his brother, convicted Ponzi scheme mastermind Bernie L.
