Dec. 11 (Bloomberg) –- San Antonio Mayor Julian Castro talks about voters' approval of a plan to raise taxes to expand a preschool program for the poor. Voters in the seventh-largest U.S. city passed the plan with 54 percent of the vote on Nov. 6.
