Bernanke as Federal Reserve chairman. Carney, speaking at the daily White House news conference, also discusses yesterday's shooting at the Naval Sea Systems Command headquarters in Washington, Brazilian President Dilma Rouseff's decision to postpone her country's state visit to Washington and federal budget negotiations.
