Oct. 22 (Bloomberg) -- Francisco Blanch, head of global commodities and derivatives research for Bank of America Merrill Lynch, Jason Bordoff, director of the Center on Global Energy Policy at Columbia University, and Barry Smitherman, chairman of the Texas Railroad Commission, participated in a panel discussion about the outlook for crude oil.
