March 15 (Bloomberg) –- James Hightower, mayor of Benton Harbor, Michigan, talks with Bloomberg's Mark Niquette about the decision to appoint an emergency manager for the city and whether race was an issue in the move. Michigan cities under emergency management, Benton Harbor, Detroit, Flint, Pontiac, Allen Park, and Ecorse, account for 49.5 percent of the state’s black population, according to U.S. Census data.
