Japan's PM Paves Way to Elections, Dissolves Diet

Japanese Prime Minister Yoshihiko Noda said he will dissolve the Diet on Nov. 16, paving the way for elections. Noda spoke today in parliament during a debate with opposition Liberal Democratic Party head Shinzo Abe.
