July 18 (Bloomberg) -- U.S. Treasury Secretary Timothy F. Geithner chairs a meeting of the Financial Stability Oversight Council in Washington. In opening remarks, Geithner said risk-management failures at firms including JPMorgan Chase & Co. prove the importance of the Dodd-Frank financial rules overhaul. Federal Reserve Chairman Ben S.
