Musk speaking at a news conference at the National Press Club in Washington, also discusses SpaceX's plan to file a lawsuit in the U.S. Court of Federal Claims to protest a military rocket-launch monopoly held by a joint venture of Lockheed Martin Corp. and Boeing Co.
