    After years of hosting the Midwest's biggest Halloween party--with over 100,000 coed hooligans regularly getting arrested and trampling on each other--the city of Madison has toned down the event by bringing in corporate sponsors. This year, it might even make money from the event.  Here are some of the costumes students have worn at past Halloween celebrations.
