April 12 (Bloomberg) -- Qualcomm Inc., the world’s biggest maker of mobile-phone chips, will help Russia’s LTE wireless network operator Scartel to start voice communications, Kommersant said today, citing people it didn’t identify.

Scartel produces and sells devices for mobile access to the Internet but wants to be able to support voice services, the newspaper said. Qualcomm will be supplying chips, which can work in 3G and 4G networks, newspaper said.
