Lukoil, TNK-BP Ask Putin for Offshore Oil Access, Interfax Says

Russia’s largest non-state oil companies urged Prime Minister Vladimir Putin to expand access to the country’s offshore deposits, currently only open to state-run OAO Rosneft and OAO Gazprom, Interfax reported.
