March 21 (Bloomberg) -- Turkey’s benchmark ISE National 100 Index retreated 0.2 percent to 62,064.97 at the close in Istanbul, declining for a second day.

Anel Elektrik Proje Taahut & Ticaret AS (ANELE TI), a contractor of electromechanical services, added 2.3 percent to 2.19 liras. The company was rated buy in new coverage at Istanbul-based brokerage BGC Partners, which said Anel would benefit from re-initiation of business in Libya and increased spending on infrastructure in Turkey and the region.
Pinar Sut Mamulleri Sanayii AS (PNSUT TI) and Yaprak Sut & Besi Ciftlikleri Sanayi & Ticaret AS (YAPRK TI), milk and dairy producers, jumped after Prime Minister Recep Tayyip Erdogan said the government would begin distributing free milk to school children; the companies pared gains by the close. Pinar added as much as 3.3 percent before closing unchanged at 19.30 liras. Yaprak rose 3.3 percent before trimming its gain to 0.5 percent at 4.26 liras.
