Russia to Probe Chechen Rebel Leader’s ‘Year of Blood’ Video

Russian law enforcement agencies will investigate a video posted on the Internet in which a man identified as Chechen rebel leader Doku Umarov vowed a “year of blood and tears” for Russia.

The undated video was posted on websites linked to Chechen rebels over the weekend, two weeks after a suicide bomber killed 36 people at Moscow’s Domodedovo Airport. Authorities say the bomber was from Russia’s mostly Muslim North Caucasus region, which includes Chechnya. Umarov didn’t claim responsibility for the attack in the video.

“This clip is sufficient documentary material to be included in the work that investigators and agents are carrying out” on the Domodedovo bombing, Andrei Przhezdomsky, an adviser to the Federal Security Service’s anti-terrorism committee, said by telephone today.

Przhezdomsky declined to confirm the identity of the man presented in the video as Dokka Abu Usman, a name used by Umarov. The Kavkazcenter website identified the speaker as Usman and said it had received the video file by e-mail.

The blast in the arrival hall of the largest air hub in eastern Europe was the second major attack on the Russian capital in less than a year. Forty people died in twin suicide subway bombings during the morning rush hour last March. Umarov claimed responsibility for those attacks.

In the video, the man identified as Umarov said 50 or 60 people are prepared to undertake “special operations” against Russia on a “monthly, weekly” basis.
