Benfica wants 26 million pounds for Luiz and has rejected two previous offers from the Blues, the Mail said. Chelsea would want to offer only about 8.5 million pounds for Lescott, but City would want more than the 22 million pounds it spent on him 18 months ago, the Mail said.
