For the first time, some of the 10 million Mexicans in the U.S. will be allowed to vote by absentee ballot in next July's Mexican presidential election. About 4 million are eligible. But candidates can't raise funds overseas. Front-runner Andrés Manuel López Obrador canceled plans for a Sept. 15 U.S. visit after he was warned he might violate Mexican campaign laws.
