More than 10 million Mexicans living in the U.S. -- legally or illegally -- could vote in their home country's 2006 presidential elections if Mexico's Congress passes a bill introduced by President Vicente Fox on June 15. Up to now, Mexicans had to return home to vote -- a risk for illegals. Mexicans in the U.S. sent $13.3 billion last year to relatives in Mexico, the country's No. 2 source of foreign earnings after oil. Officials say people who contribute so much to Mexico's economy should be allowed to help choose its President. It hasn't been decided if migrants would vote electronically, by mail, or at consulates.
