Baby Bells may soon get a hand from Capitol Hill in their thus far unsuccessful drive to enter the long-distance business. Senate Commerce Committee Chairman John McCain (R-Ariz.) plans to introduce a bill in late April clarifying the obstacles the Bells must surmount before they get the go-ahead. And the Senate Judiciary Committee is circulating a draft proposal that lets the Bells enter long-distance immediately if they split into wholesale and retail divisions.
