Meanwhile, WEBTV lets folks do the Net without a PC. The $300 TV set-top box, designed by WebTV Networks but marketed by Sony and Philips/Magnavox, is easy to set up and use, and the picture is surprisingly good. Subscriptions are $20 a month.
