FOUR YEARS AFTER THE deed, the Cascade International scandal may be drawing to a close. A 132-count federal indictment was unsealed on May 23 by the Miami U.S. Attorney against Victor Incendy, his ex-wife, and three other people who had been involved in Cascade's $175 million fraud-and-stock-manipulation scheme. The Boca Raton (Fla.) retailer collapsed in November, 1991, after reports surfaced that it operated only a small fraction of the 319 fashion boutiques, cosmetic counters, and retail stores that it had advertised. Incendy disappeared and is now a fugitive. His ex-wife, Jeannette Incendy, was arrested on May 23 outside a health club near Jupiter, Fla.
