House Banking Committee Chairman Jim Leach (R-Iowa) may have difficulty speeding passage of Glass-Steagall banking reform. Word was that Leach had struck a deal with Commerce Committee Chairman Thomas J. Bliley Jr. (R-Va.) to keep the bill clean of controversial provisions about bank sales of insurance. But sources say Bliley now wants the bill to address banks' insurance powers, a move that could bog the measure down in bitter debate.
