Several labor unions, miffed over the Democratic National Committee's dismal grassroots campaign last fall, may organize their own effort to recapture the House from the GOP next year. The $2 million drive, led by service worker and government employee unions, would target Republicans who won close races in '94. Unions would set up networks of citizen activists who would publicize lawmakers' votes on such issues as the minimum wage and Social Security.
