COMMENTARY
      Investors breathed a sigh of relief when the Federal Reserve decided to sit 
      tight and not raise short-term interest rates. While rate hikes later this year 
      remain a possibility, for now the markets seem satisfied. For the week, stocks 
      made small gains across a wide variety of sectors. Large-company stocks 
      generally fared the best. Beaten-down utility shares were among the hot 
      performers, with the S&P utility index up 2.9%. That suggests investors may 
      think the interest-rate run-up is just about over.
