Republicans and Democrats agree on one thing: 175 House seats are in play, 40 held by the GOP and 135 occupied by Democrats. Republicans believe they will gain from 15 to 40 seats, with 20 being likely. That could give them a working majority on issues from welfare to the line-item veto. One encouraging sign for the GOP: 38 House Republicans are unopposed, compared with only 27 Democrats.
