In Capital Wrapup (Washington Outlook, Oct. 28), under "Desert Storm," you incorrectly reported that Kuwait was an "offender" in not paying its contributions to the U. S. and that the Administration feared pressing too hard. The U. S. and Kuwait agreed on a schedule of payments that recognized that Kuwait has had almost no revenue from oil in over a year and yet has had enormous reconstruction costs. Kuwait has met every payment as promised, and its entire pledge will be paid in December.
