Canada’s Oliver Said to Name Nowlan as Chief of Staff

Canadian Finance Minister Joe Oliver named former Canadian Imperial Bank of Commerce investment banker Daniel Nowlan as chief of staff, said a person familiar with the matter, who asked not to be identified because the appointment isn’t public.

Nowlan was formerly co-head of equity capital markets at CIBC World Markets, the investment-banking unit of Canada’s fifth largest lender by assets. The bank said in November that he left the firm.

Nowlan is also a director of the Manning Centre, a research group founded by former Reform Party leader Preston Manning, and has worked in Ottawa for ministers of industry, trade and labor. Nowlan has an MBA from the Ivey Business School at Western University in London, Ontario.

Olivier Ballou, director of communications for the Manning Centre, said by telephone from Calgary today that he couldn’t confirm Nowlan’s appointment with Oliver.
